City of Castle Pines North approves resolution
to support ballot issues 2D and 2E

CASTLE PINES NORTH, Colo., Oct. 23, 2008 — The Castle Pines North City Council has unanimously approved a resolution supporting ballot issues 2D and 2E in the upcoming November election.

Discussed and approved at the City Council meeting on Oct. 22, the resolution finds 2D and 2E "to be in the best interests of the City" and encourages citizens to vote in favor of both questions.

"Citizens overwhelmingly voted last year to create the new City of Castle Pines North. Now, voting yes on these two measures will help ensure the City continues forward on its path of being a viable and strong community," said Mayor Maureen Shul. "If both ballot questions are passed, Castle Pines North will be able to deliver better, more efficient government services to our constituents, not only for today but into the future."

Ballot issue 2D considers a mil levy that will only be applied if the Castle Pines North Metropolitan District reduces or eliminates its current mil levy by an equal amount. Revenue from the mil levy would be used for general municipal purposes, such as delivering a higher level of service to citizens.

Already, earlier this month, the Castle Pines North City Council and the Castle Pines North Metropolitan District Board unanimously voted to enter into an intergovernmental agreement. Through this agreement, the City and the District will seek to implement a mil levy sharing plan that allows both entities to achieve their financial goals and obligations, without resulting in a net mil levy increase to property owners.

Ballot issue 2E asks voters to allow the City to retain and spend the full amount of all taxes, fees and revenue it collects during 2009 and each fiscal year thereafter. Approval would allow the City more freedom and flexibility in its fiscal decision-making, such as providing and maintaining more types of services to citizens and visitors.

Neither issue 2D nor 2E implement tax increases; they simply ask voters to consider changes in tax policy.
